What is Command Sponsorship (CSP)?

Command Sponsorship (CSP) applications are done at the losing duty station and are not initiated in Osan AB, South Korea. Without CSP, dependents (except ROK citizens) are considered tourists on a 90-day Visa, with limited support from USFK.

Being granted CSP means that family members are approved to accompany a DoD member to their next duty station (typically when it’s outside the Continental United States) for the length of their tour. CSP is not guaranteed, as CSP billets are limited, and service members must apply by obtaining approval from their gaining unit commander. In addition, members must complete the required Exceptional Family Member Program (EFMP) screening for each accompanying family member.

Even If a military member is not granted CSP, they have the option to bring their family as Non-Command Sponsored (NCS). However, this decision should not be made lightly, since NCS dependents have access to limited benefits. Members should talk with their units and the EFMP office to make an informed decision on what is best for them and their family. What benefits does CSP provide?

  • No-Fee U.S. Passport
  • On-base housing, if available
  • Travel Allowance: DoD members receive travel allowances and reimbursements for their families
  • USFK Driver’s License
  • Household Goods Shipment: DoD members receive their full accompanied JTR weight
  • Guaranteed attendance at DoDEA schools
  • Prioritized access to on-base services, such as medical services and childcare

Note:Ā All dependents, regardless of CSP status, are authorized base access and use of the Base Exchange, Commissary, Fitness Center, and Recreational Programs.

Types of Command Sponsor Priority (Priority 1, Priority 2, Priority 3).

    If you are an inbound Commander, Command Chief, assigned to a command position, or have a Personnel Processing Code (PPC) (i.e. KEY), we have your (P1 or P2) CSP # reserved ready to release if you meet the criteria listed below. Ā Note: PPC ā€œRAOā€ is not an automatic CSP billet, as it’s a generic PPC Code assigned to all inbound members to Korea. Ā For all others, the application will funnel through your Unit’s Priority 3 CSP billet pool.

    Priority 1 (P1) Key Billet

    Priority 1- Key Billet (KB). Designating a position in an activity or a unit as a Priority 1 Key Billet shall be reserved for only those positions where the continued presence of an officer or warrant officer is determined to be essential to the mission of the activity or the unit or to the U.S. presence in that area. Such designations shall require the officer or warrant officer to serve 24 months even if he or she declines to serve the tour accompanied and shall be established only at overseas duty stations where the accompanied tour is at least 24 months.

    Priority 2 (P2) Component Commander Mission Continuity Requirements

    Priority 2(P2) – Component Commander Mission Continuity Requirements. Military jobs from which commanders would benefit most by having personnel stay for 24- and 36-month tours, such as officer and enlisted leadership, Service member requiring lengthy pre- or post-arrival training or certification to perform their job in Korea, or low density/hard to fill skill sets.

    Priority 3 (P3) Component Commander-Managed CS billets

    CSP Priority 3 (P3)- Several factors are weighed in determining selection for a P3 CSP billet. The justification you provide in Block 12 of the CSP Application should be brief and pointed to communicate your situation in a few sentences to the board members. Describe why choosing you to be Command Sponsored will benefit mission readiness and unit continuity. Include any information that is not already addressed in the application including number and dates of previously unaccompanied short tours, recent deployments, unique family situations, etc. Justifications that refer to how spouses or children would enjoy Korea are not acceptable justifications for a P3 billet. Main factor for DISAPPROVAL is mainly availability as each unit are allocated a small percentage. On a positive note, Osan is currently expanding its infrastructure to accommodate more CSP billets

    How to submit a CSP Application for Osan AB, South Korea?

      Note: Application is mandatory to receive a CSP billet number to include Priority 1 & 2. If you’re inbound to Camp Humphrey, Daegu, Gimhae, review Contact a CSP Manager to reach out the respective CSP Area Manager to initiate the CSP application process.

      Step 1. To begin the CSP application process for Area V (Osan AB), please access the SharePoint link, CSP Application via SharePoint (CAC-enabled).

      Obtain the following supporting documents and have them readily available.

      Documents (3) needed for initial CSP application (Tentative Offer).

      • AMS SURF
      • DD Form 1172-2 – Application for Identification Card/DEERS Enrollment

      Visit local MPF’s Customer Support Section for print out or ID Card Office Online: https://idco-pki.dmdc.osd.mil/idco/ ā€œCAC-enabledā€

      • CSP First Sergeant QFI Memorandum (available via SharePoint)

      Step 2. After receiving a tentative offer, the next step is to submit all six (6) required documents to obtain final approval and your CSP billet number.

      • Family Medical/Education Clearance from Tricare Initiated through myVector. Must be cleared/approved within the past 6 months. Once approved, you will get an e-mail from EFMP Family Vector stating approval.
      • AF 965, Tour Election Statement (From Outbound)
      • Passport Memorandum (From Outbound)
      • Concurrent Travel Request Letter (available via SharePoint)
      • CSP Memorandum of Understanding NEO Exercises (available via SharePoint)

      Step 3. Upon receipt of all required documentation, you will receive an email notification containing approval status and any necessary remarks for inclusion in your orders, along with your CSP billet number. Please forward this email to your outbound counselor to ensure the billet number and remarks statements are properly incorporated into your orders.
